A hand sanitizer dispenser is not a sink. These are standalone stations with running water, soap and towels, refilled on the same visit as the restrooms.
The portable sanitation industry standard scales them off the restroom count rather than the guest count. One to ten restrooms takes one station, eleven to twenty takes two, twenty-one to thirty takes three, and thirty-one to forty takes four. Past forty restrooms it is one more station for every ten. Events serving food usually want more than the minimum, because handwashing there is about food safety and not only comfort.
Each station arrives filled and stocked: fresh water in the tank, soap at the dispenser, and paper towels. The foot pump means nobody touches a handle. On a longer rental the station is refilled and restocked on the same visit as the construction restrooms or event restrooms it sits beside, so there is nothing separate to arrange.
How many stations you need, how long the rental runs, and how often they are restocked, which on a busy site is more often than the restrooms. Whether the station travels as part of a larger order matters too, since that is one trip instead of two. Adding an accessible unit to the same drop makes no difference to the station itself. Minnesota health rules for temporary and special event food stands require handwashing to be set up before food preparation starts, kept accessible, and used only for handwashing. That means running water between seventy and a hundred and ten degrees, soap, disposable towels, and a bin for them. The rules are explicit that gloves, wet wipes, and hand sanitizer are not substitutes for washing.
